Both companies have imposed commissions of up to 30% on in-app purchases and subscriptions, restricted alternative payment options, and limited competition by enforcing anti-steering rules and exclusive use of their payment systems. Regulators around the world, including the European Commission and national competition authorities, have confirmed that these practices constitute abuses of dominant market positions. Why this matters

App developers have long been burdened by fee and payment restrictions in Apple’s and Google’s platforms that constrained pricing flexibility and hindered growth. Under the Digital Markets Act (DMA), Apple and Google were designated “gatekeepers” in 2023, with new obligations to allow alternative distribution, payment options, and better steering freedom. In April 2025, the European Commission formally found that Apple breached its anti-steering duty under the DMA and imposed a €500 million fine. Investigations into Google’s DMA compliance are ongoing.
